The story of OTs-TsKIB SOO begins in the aftermath of World War II, when the Soviet Union sought to consolidate and advance its small arms development capabilities. Established in 1946 in Tula, a city with centuries-old arms-making traditions, TsKIB SOO quickly became a hub for the design of sporting, hunting, and military firearms. Over the decades, the bureau’s engineers and designers introduced groundbreaking concepts, such as the OTs-14 Groza bullpup rifle, which offered compactness and modularity ahead of its time, and the OTs-38 Stechkin silent revolver, a marvel of suppressed firearm technology. In the early 2000s, TsKIB SOO became a subsidiary of KBP Instrument Design Bureau, itself a legendary name in Russian defense, founded in 1927 and named after the eminent academician A.G. Shipunov. This merger brought together two powerhouses of Russian arms innovation, allowing TsKIB SOO’s designs to reach broader markets and benefit from KBP’s industrial scale and research resources.
